HeRAMS Ukraine WASH in health care facilities March 2026

Overview

 

The Health Resources and Services Availability Monitoring System (HeRAMS) aims to provide decision-makers and health stakeholders with vital, up-to-date information. This system is dedicated to monitoring the availability of critical health resources and services, thus playing a crucial role in identifying existing gaps and establishing intervention priorities.   

HeRAMS has been operational in Ukraine since November 2022. This report provides an in-depth analysis of WASH service availability across 11 202 health facilities across government-controlled areas, based on data reported as of 27 March 2026. It covers key WASH domains, including water, sanitation, hand-hygiene, environmental cleaning, and waste management, as well as power availability as an enabler of WASH services. For each domain, the report examines availability levels, main barriers, and temporal trends, with detailed breakdowns by oblast.

WASH services are fully available in 54% of health facilities, while 39% report deficiencies in at least one indicator, and 6% of facilities are non-operational. The lowest levels of availability are observed in Donetska (15%), Sumska (17%), Kharkivska (24%), Khmelnytska (33%), and Zaporizka (40%) oblasts.
