Fourth High-level Meeting of the UN General Assembly on the prevention and control of NCDs and the promotion of mental health and wellbeing (HLM4)

Background

The Fourth High-level Meeting of the United Nations (UN) General Assembly on the Prevention and Control of Non-Communicable Diseases and the Promotion of Mental Health and Well-being will be convened on 25 September 2025. The meeting will provide Member States an opportunity to adopt a new, ambitious, and achievable political declaration on NCDs and Mental Health towards and beyond 2030 based on evidence and grounded in human rights. 

The preparatory process for the Fourth High-level Meeting has aimed to address gaps and scope solutions to accelerate progress towards SDG 3.4, in 2030, and to set strategic directions beyond 2030. The process has included high-level global and technical meetings, expert committees and consultations cosponsored by WHO and relevant partners, which have served as inputs in WHO's support for negotiations among Member States. There remain opportunities to engage on the road to 2025 as the centre of gravity for preparations shifts from Geneva to New York and negotiations among Member States get under way. See below for the highlights.

Thematic Dialogues in Preparation for the 2025 High-Level Meeting

These discussions were intended to provide an informal and forward-looking opportunity for Member States to engage diverse voices and stimulate thinking about persistent challenges in the NCD and mental health agenda. Hosted by the UN Foundation, each session in the series convened a mixture of external experts, key stakeholders, and Member States under Chatham House rules.

The preparatory process to date has comprised numerous engagement opportunities that have served as inputs into both the development of the United Nations Secretary-General's report to the General Assembly on progress in the prevention and control of non-communicable diseases and the promotion of mental health and well-being and WHO's ongoing technical support for Member States in the lead up to the Fourth High-level Meeting.
